Toronto's 4 Major Floods Since 2000 — What Homeowners Learned

Four storms have exceeded Toronto's 100-year rainfall threshold since 2000. Here's what each event revealed about the city's flood risk — and what homeowners in the affected neighbourhoods now know.

Toronto has experienced weather events that have fundamentally changed how the city and its homeowners think about flood risk. Four separate storms since 2000 have exceeded what used to be considered a 100-year rainfall threshold — the statistical mark that defines a once-in-a-generation storm event. Experiencing four of them in 25 years tells us the design assumptions no longer hold.

Each event taught us something specific about where and how Toronto floods, and those lessons are directly useful for homeowners in the affected neighbourhoods today.

August 2005 — The Storm That Changed Toronto Flood Policy

On August 19, 2005, between 75 and 150 millimetres of rain fell on Toronto in just a few hours. The storm produced over 12,000 insurance claims and caused an estimated $500 million in insured losses across the city.

What made the 2005 storm significant beyond the numbers: it destroyed approximately 200 metres of Highland Creek's primary sewer main. The breach flooded entire streets in Scarborough that had never flooded before and demonstrated how quickly a single infrastructure failure cascades into neighbourhood-wide flooding. The event was the catalyst for Toronto Water's first modern Basement Flooding Protection Program — a city-funded subsidy program that continues today and offers up to $3,400 for backwater valve and sump pump installation.

What the 2005 storm told east Toronto homeowners: Highland Creek and its tributaries are not passive drainage channels. They are active flood risk systems that can fail completely under high-volume conditions.

July 2009 — The Highway 400 Storm

The July 2009 storm was notable less for total rainfall than for its concentration. A narrow band of intense rainfall crossed through western Toronto and flooded sections of Highway 400 and Highway 401 that were closed for hours. The Humber River watershed exceeded its banks in several locations.

For homeowners in Etobicoke, High Park, and Swansea, the 2009 storm reinforced that the Humber River watershed — which Hurricane Hazel devastated in 1954 — remains the highest-risk rainfall drainage corridor in the city. The storm did not produce a repeat of Hazel's catastrophic riverine flooding, but it produced significant basement flooding in the watershed's residential corridors and highway infrastructure failure in the watershed's lowlands.

July 2013 — The $850 Million Storm

The July 8, 2013 storm is still the most expensive flooding event in Ontario's history. Approximately 126 millimetres of rain fell in two hours on already-wet ground in the western part of Toronto and the surrounding region. The financial damage exceeded $850 million in insured losses. GO Transit's Barrie line flooded. Hundreds of cars were abandoned on the Don Valley Parkway. Thousands of homes flooded across the city.

The 2013 storm's geographic impact was most severe in west Toronto and inner-city neighbourhoods along the Black Creek and Humber watershed corridors. Runnymede experienced some of the worst flooding — Black Creek overflowed at multiple points and Humber Boulevard properties reported up to six feet of water in some cases.

What this event taught homeowners in west Toronto: the Black Creek combined trunk sewer, built in the 1960s, is now serving 350,000+ residents — far more than it was designed for. It surcharges in every major storm and will continue to do so. Backwater valve installation is not optional in these neighbourhoods. It is the only residential protection against sewer surcharge events.

August 2018 — The Scarborough and Etobicoke Event

The August 7, 2018 storm concentrated its heaviest rainfall on Scarborough and Etobicoke — two parts of the city that each have specific infrastructure vulnerabilities. Scarborough's aging sewer mains in the Highland Creek watershed and Etobicoke's position at the base of the Hurricane Hazel-scarred Humber watershed both contributed to significant flooding.

What made 2018 notable was that it happened just five years after the 2013 event — confirming that these storms are not once-in-a-generation outliers. They are recurring events that the city's infrastructure is not equipped to handle.

The Patterns These Events Reveal

Across these four events, four patterns repeat:

  • The same neighbourhoods flood every time. Etobicoke, west-end corridors, Scarborough's Highland Creek areas, and inner-city Black Creek watershed streets appear in every major Toronto flood event. The hydrology does not change between storms.
  • Sewer surcharge, not street flooding, is the primary mechanism. The visible street flooding is dramatic but brief. The basement flooding from sewer surcharge through floor drains is what produces the $500 million to $850 million claims in these events.
  • The city's infrastructure was not designed for this. Toronto Water has acknowledged multiple times that 100-year storm events are now occurring more frequently than historical precipitation models predicted. The combined sewer system is not designed for this frequency or intensity.
  • Neighbourhood-level flood protection is possible. Homeowners who had backwater valves and sump pumps installed before these events were largely protected. Homeowners who did not flood repeatedly.
